Tony Coscia – Engineering Technician, EIT
We can always count on Tony to be the first person at the office each morning with an energy that is hard to match! He is currently in the process of obtaining his Professional Engineers License, and has experience in municipality compliance, stormwater systems, drainage, and public roadways. Along with being fastidious in every aspect of his professional career, Tony is also involved in local community organizations and events. He is a big part of Operation Surf, which gives Veterans the opportunity to learn how to surf to change their perspectives and overcome personal challenges.
James Cooper – Senior Civil Engineer; PE, QSD
James manages our survey-related projects, in close coordination with our survey team. He has developed a reputation as a conscientious worker, providing excellent detailed mapping and topographic survey information. He has the ability to lead a crew in the field, and to manage the schedule and budget requirements of survey and design tasks which he is assigned. Most recently, James provided horizontal and vertical control for a critical aerial survey required for construction, verifying that all data obtained was placed on the correct datum and tied to a nearby, well-established benchmark. He has also recently helped our firm to record maps in Arroyo Grande, San Luis Obispo, and San Luis Obispo Counties.
Jeff Emrick – President, PE, QSD, Architect
Well known throughout San Luis Obispo County, Jeff is an even-keeled, creative problem solver and teacher to his staff – known for expertise in many facets of the civil engineering industry, and for his no-nonsense, time and money-saving approaches to solving problems. As an engineer with an architect’s eye, he has an uncanny ability to see a problem before it arises, and generate a solution before it becomes a problem. Jeff is heavily involved in the design and management of all of GTA’s projects, with extensive experience which ranges from roundabout design, oversight of pavement rehabilitation projects, to unique ADA accessibility design, home design and large backbone infrastructure projects.
Jenny Emrick – Project Manager
Born and raised on the Central Coast and a Cal Poly alumni, Jenny has been working in the local development community for over 10 years. This makes her well-suited to navigate local agencies and facilitate expedited processing whenever possible. She is responsible for working closely with clients, consultants, agency staff to ensure that goals, milestones, and budgets are met throughout every phase of the land planning and building permit process.
Jim Garing – Senior Principal Engineer, PE
Jim served as the City Engineer for the City of Grover Beach from 1981 – 2011, and still serves as the City’s Water and Wastewater Engineer to-date. Known for his many fascinating, thrilling hobbies (such as flying and racing), he is also quite well known and sought after for his knowledge of water supplies in the area as well as his nearly encyclopedic knowledge of the history of the Five City’s regional roadway and utility infrastructure systems. Nearly all of Jim’s 40+ years of experience are in public works and his passion to pass on his legacy of service to the City of Grover Beach thrives within our office. Rest assured, if there is an existing issue within some existing infrastructure, he is well aware of it – and our staff has taken note.
James Gillette – Survey Technician
We can always count on James to have a contagious smile on his face when he walks in, and his uplifting attitude and good-hearted nature is hard to ignore. Every time he goes out into the field we know we can rely on him to get the job done. James has over 10 years of drafting and survey experience, including ALTA surveys, topographic maps, lot line adjustments, staking, field surveys, final maps, easements, construction monitoring, and setting monuments. James is also a member of the International Union of Operating Engineers Local 12 and the Southern California Surveyors Joint Apprenticeship Committee.
Kelby Johansen – Engineering and Survey Technician
After an education and brief career in aeronautical mechanics, Kelby has joined GTA to gain knowledge and experience in land surveying. His versatility and ability to switch between field and office technician have made him an invaluable asset to the team. When he isn’t out with the crew or assisting the civil or survey departments with drafting needs, he can usually be found in the garage. Maintaining our assortment of survey equipment and fleet vehicles is a cakewalk for someone who used to build and repair satellites!
Perry McBeth – Engineering Technician, EIT
At GTA Perry is gaining valuable experience in civil design in pursuit of his Professional Engineers License. In addition, he has spent time in Surveying and Storm Water Management, where his tasks include construction staking, topographic surveying, and storm water inspections and reports.
Janae Perry – Office Manager
With over 9 years of experience in the field of business administration, Janae is focused and dedicated to maintaining a successful business in all aspects of daily administrative tasks. She has an extensive knowledge of accounting practices and successfully manages A/R & A/P accounts, correspondence, inventory, financial reports, and marketing.
William Rebik – Senior Civil Engineer, P.E., L.S.
Bill has over 30 years of Engineering and Design experience on the Central Coast, including grading and drainage, sanitary sewers, water infrastructure, utility coordination, hydrology and hydraulics, storm water control plans, and public roadways. He is also a licensed surveyor, and his wide range of knowledge plays an important role in all our projects. Bill’s ability to hit the ground running and his diligent, meticulous nature all contribute to the standard of excellence GTA is known for. When he’s not at work, Bill and his wife love to square dance and scuba dive, and enjoy traveling for both.
Ronald Reilly – Vice President, PE, QSD
A resident of Grover Beach, known to attend and provide a citizen’s voice at many City Council meetings, Ron leads from his drives to serve his community, to save his client’s valuable resources, and his drive to succeed in building a team which takes great pride and joy in what they do each day. With over 11 years of well-rounded civil engineering experience, he has served in a variety of capacities, ranging from commercial land development design and project management, to engineer-of record for large public-private partnerships and project engineer for large industrial and commercial backbone infrastructure development.
